From Local Momentum to National Recognition: The Power of Strategic Communications in Oak Park

Effective communication programs don’t happen by accident. At Public Communications Inc. (PCI), we believe research, listening and problem-solving communications can unite people who want to make positive changes in a community. This approach guided our work with the Parks Foundation of Oak Park (PFOP) and the Park District of Oak Park (PDOP) to create the Community Recreation Center (CRC).

We are honored that this project was awarded the Public Relations Society of America (PRSA) 2025 Silver Anvil Award for Best Community Relations for Associations/Nonprofit Organizations last week during PRSA’s national awards ceremony in New York City.

The Silver Anvil is considered the premier awards program in the public relations industry. They recognize the best in strategic communications campaigns nationally.

This campaign resulted in more than a new facility. It rallied and strengthened the community, expanded recreation and health opportunities for multi-generations and created a place for all to belong. The project drew private donations that made the $21.6 million center a reality with no tax increase for residents. Like many public-facing efforts, it came with challenges.

 

A Plan Interrupted by a Pandemic 

The Park District and the Parks Foundation set an ambitious goal: build the District’s first multi-use indoor recreation facility without raising taxes. The CRC would answer long-identified needs for inclusive community spaces—safe after-school options for kids and teens, an affordable fitness center, an indoor walking track and an accessible gymnasium for all ages.

Communications for the CRC formally launched in early 2020—just as the COVID-19 pandemic stopped public gatherings and fundraising.

PCI designed a strategic communications campaign that first engaged and listened to the community, shared facts, supported fundraising and proactively addressed resident concerns. Despite organized opposition, including calls for a public referendum, the CRC campaign moved forward with broad support and clarity around funding and community need.

Communications That Clarify and Connect 

PCI developed a comprehensive communications strategy tailored to the priorities and concerns of Oak Park residents. Our goal: build understanding, address questions and support community-wide engagement in the funding and future of the CRC. Key elements included:

  • Mission-driven messages telling the story of funding need and transparency, commitment to accessibility, and long-term sustainability
  • Bilingual print and digital resources, video explainers, and Q&As to increase access to accurate information
  • Community outreach and listening sessions through open houses, neighborhood meetings, and local events
  • Campaign materials for Park District leaders and partners to communicate consistently and directly with the public about the need for the Center

Every aspect of the campaign was designed to meet people where they were and answer their questions.

Results That Reflect the Community 

The CRC is open to residents of all ages, backgrounds and abilities and is a LEED-certified self-sustaining, multi-use facility. Public use of the center has far exceeded the park district’s expectations because of the need.
